dc.description.abstractОсмислення стану і перспектив соціальних трансформацій потребує посиленої уваги до питання взаємодії політичних, економічних і культурно-ціннісних характеристик реформаційних процесів, окреслення факторів ефективних перетворень та антиреформаційних викликів і загроз. Досліджено низку соціокультурних, суб’єктивних чинників реформаційного процесу в Україні. Проаналізовано вплив рудиментів більшовицької ідеології на спосіб розуміння сучасними реформаторами суті і ролі реформ, історичну вкоріненість радянської практики «керівного всевладдя» та політичного інфантилізму. Показано, що соціальні перетворення в сучасній Україні зберігають тяглість із радянським періодом розвитку, попередні тоталітарні історичні смисли перетлумачують постмодерні, спотворюють соціальні практики, гальмуючи рух уперед, регресуючи соціум. З урахуванням відносності історичних аналогій простежено відповідність між проблемами реформування українського соціуму і тими проблемами, з якими зіткнулось афінське суспільство в епоху Солона. Наголошується, що успішними є реформи, які проводяться в річищі усвідомленого цивілізаційного проєкту суспільного розвитку, підтримуваного громадянами країни. Стримування, переривання реформ призведуть лише до посилення невизначеності, збереження посттоталітарної амбівалентності у свідомості, поглиблення суперечності між об’єктивно необхідною метою реформ і бюрократично-авторитарними засобами реалізації цих реформ. У підсумку визначено, що недореформованість, безсистемність, реформаційного процесу дестабілізують соціальні структури і соціальні відносини, загрожують підривом довіри до процесу реформ загалом, призводять до втоми та розчарування щодо реформ серед українців і світової спільноти, а в умовах гібридної війни загострюють і висувають на перший план проблему національної безпеки. Всебічне дослідження соціального розвитку сучасного українського суспільства в контексті історичного досвіду та концептуальних засад реформаційного процесу й управлінських технологій є пріоритетним завданням соціальної філософії і неодмінною умовою розбудови державної політики.
dc.description.abstract1Understanding the status and prospects of social transformation requires increased attention to the issue of the interaction of political, economic and cultural values of reform processes, defining the factors of effective transformations, and anti-reform challenges and threats. A number of sociocultural, subjective factors of the reform process in Ukraine have been investigated. The influence of the vestiges of Bolshevik ideology on the way the modern reformers understand the essence and role of reforms, the historical rootedness of the Soviet practice of “governing omnipotence” and political infantilism is analyzed. It has been shown that social transformations in modern Ukraine remain in flux with the Soviet period of development, previous totalitarian historical meanings interpret postmodern, distort social practices, slowing the movement forward, regressing society. Considering the relativity of historical analogies, the correspondence between the problems of reforming the Ukrainian society and those faced by Athenian society in the Solon era has been traced. It is emphasized that the reforms carried out in the context of a conscious civilization project of social development supported by the citizens of the country are successful. Holding back, interrupting reforms will only lead to increased uncertainty, to maintain post-totalitarian ambivalence in consciousness, to deepen the contradiction between the objectively necessary goal of reform and the bureaucratic-authoritarian means of implementing these reforms. As a result, it is determined that under-reform, haphazardness, reform process destabilizes social structures and social relations, threatens to undermine confidence in the reform process in general, leads to fatigue and frustration about reforms among Ukrainians and the world community, and in the conditions of hybrid war exacerbates national security problem. A comprehensive study of the social development of modern Ukrainian society in the context of historical experience and conceptual foundations of the reform process and management technologies is a priority task of social philosophy and an indispensable condition for the development of state policy.
