dc.description.abstractШестопалов Є. О. "Удосконалення системи організації охорони здоров'я України". Кваліфікаційна робота на здобуття освітньо-кваліфікаційного рівня магістр за спеціальністю 073 "Менеджмент" – Національний університет кораблебудування імені адмірала Макарова, Миколаїв, 2022. Кваліфікаційна робота присвячена актуальним проблемам теоретичних, методичних і практичних аспектів вдосконалення інноваційної діяльності у сфери охорони здоров'я. У роботі розглянуто принципи формування системи охорони здоров'я України, представлено стратегічні аспекти реформування системи охорони здоров'я та розглянуто зарубіжний досвід. Проведено аналіз тенденцій та стратегічних орієнтирів системи охорони здоров’я України та проведено оцінку ефективного організаційного інструментарію системи охорони здоров’я. Запропоновано механізм впровадження державної політки для мінімізації ризиків реформування системи охорони здоров'я України, який включає зниження долі прямих платежів населення, послаблення негативного впливу співплатежів на користування медичними послугами, запровадження механізму державно-приватного партнерства, забезпечення рівності доступу населення до медичних послуг та запровадження моніторингу ефективності реформи охорони здоров’я за допомогою запропонованих індикаторів. Розроблено науково-методичний підхід щодо впровадження інноваційних напрямів у сфері управління та розвитку закладів охорони здоров’я, що поєднують формування інноваційної інфраструктури, інноваційного фінансово-економічного механізму, а також обліково-аналітичне, нормативно-правове, методичне та інформаційне забезпечення, які дають змогу підвищити якість і доступність медичної допомоги та підвищити ефективність використання ресурсів охорони здоров’я.

"Improving the system of health care organization of Ukraine" Qualification work for obtaining the educational and qualification level of master in the specialty 073 "Management" – Admiral Makarov National University of Shipbuilding, Mykolaiv, 2022. The qualification work is devoted to actual problems of theoretical, methodical and practical aspects of improvement of innovative activities in the field of health care. The work examines the principles of the formation of the health care system of Ukraine, presents the strategic aspects of reforming the health care system, and considers foreign experience. An analysis of the trends and strategic orientations of the healthcare system of Ukraine was carried out, and an evaluation of the effective organizational tools of the healthcare system was carried out. A mechanism for the implementation of state policy to minimize the risks of reforming the health care system of Ukraine is proposed, which includes reducing the share of direct payments to the population, weakening the negative impact of co-payments on the use of medical services, introducing a public-private partnership mechanism, ensuring equal access of the population to medical services, and introducing monitoring effectiveness of health care reform using the proposed indicators. A scientific-methodical approach to the implementation of innovative directions in the field of management and development of healthcare institutions has been developed, combining the formation of innovative infrastructure, an innovative financial and economic mechanism, as well as accounting-analytical, normative-legal, methodical and information support, which enable improve the quality and availability of medical care and increase the efficiency of the use of health care resources.
